Council President Linehan called the meeting to order at 7:08 PM.

4. MOTIONS, ORDERS, AND RESOLUTIONS

Order: That the Rules and Ordinance Committee, in conjunction with a designee of

the Cannabis Licensing and Enforcement Commission, will prepare draft amendments

to MCC 12.12.190 necessary to comply with the Court Judgement rendered in

Benevolent Botanicals v City of Malden. The Committee shall report back to the Full

Council for preliminary review of said draft prior to seeking legal review and a vote to

refer to a joint session of the Planning Board with Rules and Ordinance Committee.

A motion was made by Councillor Winslow, seconded by Councillor O'Malley,

that the Order be adopted. The motion carried by a unanimous vote.

The City Council will address the Open Meeting Law complaint submitted on February

19, 2026 by Bruce Friedman of 8 Marvin Street, Malden against the Council related to

release of Executive Session minutes from February 3, 2026.

5. COMMUNICATIONS

Communication: On February 19, 2026 a request was made by Bruce Friedman for the

regular and executive session meeting minutes from the Malden City Council for the

dates of February 10 and 17, 2026. Regular session minutes may be found in the

Agenda Center of the City’s website. In accordance with M.G. L. c. 30A, s. 22 (g) the

public body’s chair has conducted a review of the Executive Session minutes and has

made the determination that those minutes from February 10 and 17 shall be

released in accordance with the completion of post-judgment actions on each of the

respective court cases which were discussed during these sessions.

the Communication be placed on file. The motion carried by a unanimous vote.

6. ADJOURNMENT

A motion was made by Councillor Taylor, seconded by Councillor Luong, that the

meeting be adjourned. The motion carried unanimously.
