Resolved: That it is the sense of the Malden City Council that, on the behalf of the residents of the City of Malden, they wish to have a complete review of the Flock Safety program as presented by the City Solicitor, Police Chief, Malden Police Community Advisory Council, Controllers Office and all other relevant City departments and officials and that the said review shall include all contracts, exhibits, amendments, renewals, purchase orders, policies, and related agreements.

WHEREAS, the City of Malden has an agreement with Flock Safety for the installation, operation, maintenance, and use of technology; and
WHEREAS, Flock Safety data and other information concerning residents, visitors, and individuals traveling through the City have been questioned by residents; and
WHEREAS, the City Council has a responsibility to ensure that municipal contracts are administered in accordance with applicable law, public-safety objectives, privacy protections, civil liberties, fiscal accountability, and the best interests of the community; and
WHEREAS, a transparent review will help the City Council and the public understand the contract’s terms, costs, renewal provisions, data-retention policies, information-sharing practices, security safeguards, oversight requirements, and complaint or redress procedures; and
WHEREAS, the City Council believes that any use of Flock cameras should be subject to clear limitations, meaningful oversight, appropriate data protections, and regular public accountability;
