The Standing Committee on Compliance/Appointments, to whom was referred Paper #512 Series of 2014, having considered the same make the following report: Committee recommends that the Assessors position be advertised as follows:
POSITION:  City Assessor
SALARY:     Commensurate with experience in accordance with City Council salary ordinance.
DUTIES: The Assessor shall serve as a public officer in compliance with all Massachusetts General Laws governing municipal finance and the collection of local taxes. He/She performs and complies with the duties of said office as set forth in M.G.L. c. 59 and 59A, Chapter 4 of the Code of the City of Malden and all other laws and ordinances related to the assessment of local taxes.
Duties include, but are not limited to: accurately list and measure all residential, commercial, industrial real estate and personal property in the City for tax purposes; processing abatement and exemption requests; handling tax payer and public questions regarding assessment; addressing the questions and requests of the Mayor and City Council; assisting with the departmental budget and performing other related duties to said office. Explain and defend assessed values at the Appellate Tax Board  and any other functions as directed by the Chairman of the Board of Assessors and assist with the Department's processing of auto excise tax bills.   
POSITION QUALIFICATIONS:      MA Certified Real Estate Appraiser with at least five (5) years of prior job-related experience. Massachusetts municipal knowledge including designation as a CMA or MAA is preferred.  
Must demonstrate excellent communication skills and possess a strong customer service focus. Must also demonstrate  knowledge of all applicable laws and guidelines relating to the assessment of local taxes. Technological skills required include the use of 'Assesspro' or similar assessing software applications and proficiency in Microsoft Office. A pre-employment Criminal Offender Record Information (CORI), background check and drug screening is mandatory.
This position is appointed by the City Council and is renewable each 3 years.
ADDITIONAL INFORMATION: Initially, this position will fill the unexpired term of Assessor through February 2017.  Preliminary screening is strictly confidential.
