That Council Rules be amended relative to appointments to Special Committees.

Ordered: That Rule 47 of the Rules and Orders as currently appearing be stricken and the following new Rule 47 inserted in place thereof:
47.00 SPECIAL HOC COMMITTEES
47.01 Unless otherwise provided by law or Council Order, all special committees shall be appointed by the President and the sponsor of an order or resolve creating a special committee shall be the first named to that Committee; provided that the Councillor so named may refuse appointment to the Committee and the President may name another member in his/her place.
47.02 Unless otherwise provided by ordinance or charter, no Councillor shall serve on a Special Committee unless the majority of the members on said committee are members of the Council.
