That Section 9.28C of the Revised Ordinances of 1991 be amended to require that increases or decreases in the cost of PAYT bags be approved by voters.

Be it hereby ordained by the Malden City Council that Section 9.28C1 of the Revised Ordinances of 1991 be and the same are hereby amended as follows:
-by adding a new section as follows:
Section 1.1: Any increase or decrease to the cost of approved trash bags as described in this chapter, shall not take effect until approved by referendum on the ballot of the next municipal general election.
