Title

 

Resolve: That the Malden City Council Calls for an Update of Stadium and Athletic Commission Rules and Regulations related to Permitting of Fields, Parks, Stadiums or other Recreational Facilities

 

Body

 

Be it Resolved by the Malden City Council that:

A. The Recreation Coordinator be invited to attend a Rules and Ordinance Committee to discuss the rules and regulations relating to the use and permitting use of fields, parks, stadiums or other recreational facilities,

 

B. The Council calls on the Stadium and Athletic Commission, by March 1, 2023, to review and update its schedule of fees and regulations for such facilities to establish:

1. standards for the size and make-up of groups that must obtain permits for frequent, regular or seasonal use of such facilities,

2. opportunities for free and open public use of such facilities be provided to Malden residents of all ages and abilities,

3. total annual hours any particular fields may be used so as to prevent overuse and ensure such fields remain in good and useable condition, and

4. fees for groups of users that are not municipal organizations in order collect revenue proportional to the fair share of the routine costs necessary to maintain such fields in good and useable condition including irrigation, re-seeding and aeration, and 

 

C. The Controller of Accounts report on whether the City can establish a revolving fund to receive all fees for use of fields, parks, stadiums or other recreational facilities and for fines and penalties collected in enforcement of park rules and regulations and direct such revenue be expended only to maintain such facilities.
