Order: That creation of new positions and filling of vacant positions be approved by unanimous vote of the City Council.

Ordered: That, in addition to the requirements contained in Chapter 8 of the Revised Ordinance of 1991 or any general or special law related to the creation of new positions or the filling of vacant positions, no position shall be created and no vacant position filled without unanimous approval of the City Council. This order shall remain in effect until rescinded by the City Council.
