Ordered:      That the Rules and Orders of the Malden City Council be amended as follows:

-by adding a new rule 50.02 as follows:

50.02  The full Council shall receive reports from committees and shall proceed to debate matters so reported; provided that no matter reported from a committee shall be referred to the same or any other committee except upon two thirds vote of the entire Council.
