The City Council finds that, Malden homeowners pay taxes and as a result are entitled to solid waste pickup.  So, the current PAYT Blue Bag Program should be eliminated and phased out overtime because Malden taxpayers already pay for solid waste disposal through the taxes and fees that the City charges.  
Be it hereby ordained by the Malden City Council that the Revised Ordinances of 1991, as amended, be and the same are hereby amended as follows:
-By striking out SECTION 9.28; 3; C., STANDARDS AND REGULATIONS, C. PROVISIONS APPLICABLE TO ALL WASTE and insert in place thereof the following;
C. PROVISIONS APPLICABLE TO ALL WASTE
1. FEES
There shall be a graduated reduction in the fee for trash collection in the City of Malden.  The fee schedule shall be as follows;
Year 1      $1.50
Year 2      $1.50
Year 3      $1.50
Year 4      $100
Year 5      $100
Year 6      $100
Year 7      $0.50
Year 8      $0.50
Year 9      $0.50
Year 10      ZERO $0
All bags, regardless of size, shall be the same price.
Year 10 would represent the 15th year of paying for Blue Bags, which would mean that after 15 years we would finally honor the will of over 66% of Malden voters to eliminate the program;
And
By Year 10 Malden residents will be thoroughly conditioned to separating their trash and recycling so there will not be a significant drop off in tonnage and tipping fees.
