Committee Report: Finance (Paper #158 That the City adopt a plan to fund completion of streets where roadwork has already begun)

The Standing Committee on Finance, to whom was referred Paper #158 Series of 2016, having considered the same make the following report: Committee recommends that the following plan be adopted:
1. That following 16 roads be redesigned to reduce the scope of the work as much as possible: Ashland St., Julia St., Cushing Rd., Kernwood St., Clement St., Woodrow Ave; Crescent Ave., Plymouth Rd., Fairview Ave, Nevada Ave, Noble St., Reserve St. Field St., Granite St, Mills St. and Stearns St.;
2. That $605,075 of CDBG funds be allocated to replacement of streets in CDBG-eligible areas;
3. That the $2,000,000 appropriated from the Water Sewer Enterprise Fund be held until new designs are complete and bids returned;
4. That the Mayor allocate $850,000 of the 2017 Chapter 90 allocation or any existing Chapter 90 surplus, to be agreed upon or rejected by the Mayor within one week;
5. That any difference between the amount of Chapter 90 funding that the Mayor agrees to allocate and the requested $850,000 be made up through City Council Mitigation Funds;
6. That money be allocated first to complete the sixteen streets listed above that were slated for completion in 2016;
7. That remaining funds be allocated as follows:
a. First, to survey and design the following seven streets: High St., Adams St., Earl St., Kimball St., North Milton St., Henry St. and Lawrence St.
b. Then, to survey the following streets: Wyeth St., Judson St., Burridge Place, School St., Newhall St. (east), Barstow St., Pine St, Savin St., Desmond Rd., Fellsmere Rd, Elsie St., Holmes St., Franklin St., Newhall St., Gould Ave., Tufts St., Beacon St., Stevens St., Leland St., Huntley St, Judson St., Barrett St., Wilson Ave., Parsonage Rd., Ellis St., Rockwell Terrace, Ferguson Rd, Horace St., Glen St., Erickson St., Fremont St., Granville Ave., Taylor St....
