Be it ordained that the Revised Ordinances of 1991 to create the position of Casino Relationship Manager

Be it hereby ordained by the Malden City Council that the Revised Ordinances of 1991 as amended be and the same are hereby further amended as follows:
1.      -by adding to Section 2.4 under the caption "Appointed by the Mayor and Confirmed by the City Council" the following:
Casino Relationship Manager                  3 years
2.      -by adding a new Section 2.31 as follows:
SECTION 2.31      CASINO RELATIONSHIP MANAGER; APPOINTMENT AND DUTIES
.1 Commencing in December of 2014 and every three years thereafter, the Mayor, with the approval of the City Council, shall appoint a Casino Relationship Manager, who shall serve for the three years next ensuing.  The Casino Relationship Manager may be removed for cause in the same manner in which he was appointed.
.2 Under the direction of the Mayor and City Council, the Casino Relationship Manager shall develop and implement plans to mitigate any adverse impact and to maximize economic and development benefits to the city resulting from casino development by:
.1 ensuring compliance with the terms of the Surround Communities Agreement and any agreement between the city and Wynn Resorts;
.2 monitoring employment opportunities offered by the casino and working with casino personnel and residents to assure compliance with contract provisions relative to employment;
.3 monitoring supply, equipment and service requirements of the casino and working with casino personnel and city businesses to assure compliance with contract provisions relative to the purchase of supplies, equipment and services;
.4 assisting in establishing guidelines and procedures for disbursement of funds from the Community Fund, as established by the Surrounding Communities Agreement, to local non-profits and monitoring expenditure of said funds to assure compliance with the terms and conditions of any grant made under said fund;
.5 conduct an ongoing analysis of the casino's impact on the city and negotiate, as necessary, with Wynn Resorts for mitigation of said impacts;
.6 work with existing public and private agencies and make recommendations to the Mayor and City Council for programs and policies to enhance the economic, business and development opportunities provided by proximity to the casino development; and make recommendations to the Mayor and City Council for programs and policies;
.7 monitor state gaming statutes and rules and regulations of the state Gaming Commission and apply for such funds as may be available to the city under said statutes, rules and regulations.
      .8 perform such other related tasks as the Mayor and City Council may from time to time assign.
The Casino Relationship Manager shall monthly file written reports with the Mayor and City Council, detailing all activities in the previous month, including an accounting of all funds received on account of casino development  and the number of residents employed by the casino, and shall make recommendations for programs and policies to enhance development opportunities presented by the casino.
3.      -by adding to Section 8.35 under the category M2 the following:

4.      -by adding a new Section 2.32 as follows:
SECTION 2.32      DISBURSEMENTS FROM COMMUNITY FUND
.1 The City Council Finance Committee, with the  approval of the City Council and Mayor, shall annually establish guidelines and procedures for disbursement of funds to local non-profit organizations from the Community Fund established by the Surrounding Communities Agreement, including but not limited to application deadlines, eligibility criteria, and maximum award amounts.   
.2 The Committee, with the approval of the City Council and Mayor, shall establish procedures for disbursement of funds and requirements for reporting by non-profits relative to expenditure of funds so awarded.
.3 The Committee shall annually review applications for grants from the Community Fund and shall make recommendations to the City Council for the approval of awards; provided the City Council shall, subject to provisions of city charter, make a final determination on any award granted hereunder.
