Order: That City Council rules be amended to allow debate on all votes to be taken.

Ordered: That the Malden City Council change their rules to not allow votes to be taken without the option for debate and further that any and all votes taken will have the express consent to be debated by any Councilor for any reason. Further, that the City Council and/or any Councilor is strictly prohibited from voting on any measure where debate, discussion or deliberation is not allowed.
