Committee Report:  Ordinance (Paper 312-17) Public comment at Council Meetings.

Body

Resolve that the City Council implement at the beginning  of  each City Council meeting a time to allow for public comment.  Each speaker will address the Council with their name and address, limit to (2) minutes per speaker allocating a total maximum of a (30) minute time frame.

:Motion to amend as follows passed:

By creating new item 5 to Page 3 of the 2017 City Council Rules Section 3.00 sub section 3.01 be creating new item 5 as follows: PUBLIC COMMENT on City Council meeting nights, the public shall have the ability a=to address the Council.  20 minutes will be allotted for the public to speak; no more than fifteen people will be allowed to speak under the following rules and regulations: 1. Each 

speaker must sign in stating his or her name, address and topic, said topic must be on the agenda that evening. 2.  Each speaker will be allotted no more than two minutes to speak.  3.  None of the Councillors shall engage in dialog, or respond I anyway with the speaker. 

Passed as amended by a unanimous vote.
