Title

Order:  That Section 3.00, subsection 3.01 of the City Council Rules and Orders be amended relative to Public Comment, and by adding a new subsection, 3.03.

Body

Order:  That Section 3.00, subsection 3.01 is hereby amended by inserting in 5. PUBLIC COMMENT. That Section 3.00 is hereby further amended by adding a new subsection, 3.03, that shall read as follows: “At every regular meeting of the City Council, the public shall have the ability to address the Council. There shall be up to thirty (30) minutes allotted for the public to speak: under the following rules and regulations:

1.                     Each speaker must sign-in stating their name address and topic; said topic must be on the agenda that evening. Excluding items that are related to Executive Sessions.

2.                     Each speaker will be allotted no more than two (2) minutes to speak.

3.                     None of the Councillors shall engage in dialog, or respond in any way with the speaker.

4.                     Comments shall be respectful and adhere to Council decorum.”
