Order: That the Mayor be authorized to apply for grants and execute documents required to affect planned renovations to Devir Park, including any deeds, instruments and contracts relating thereto, and that actions taken prior to this vote be ratified and confirmed.

Body

Ordered: That the Mayor be authorized to file and accept grants from the Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs for improvements to Devir Park.

Whereas: Devir Park is a community-wide asset in Malden and improvements to this 8.1 acre park are a City priority as evidenced in the most recent Open Space and Recreation Plan Update; and

Whereas: Devir Park, the largest park in the City, is dedicated to park and recreation purposes ; and

Whereas: The Devir Park Revitalization Project will greatly enhance Devir Park, increase usage, provide accessibility to all areas of the park and upgrade important infrastructure; and

Whereas: The Devir Park Revitalization Project specific improvements include infrastructure, safety and accessibility upgrades, two new basketball courts, a fully rebuilt toddler lot and accessible playground with a new splash pad, and the addition of a new regulation women's softball field; and

Whereas: the Executive Office of Energy and Environmental Affairs (EOEEA) is offering reimbursable grants to cities and towns to support the preservation and restoration of urban parks through the Parkland Acquisitions and Renovations for Communities Grant Program (301 CMR 5.00); and

Whereas: The Devir Park Project will cost a total of $2,986,090.32 for Phases A and B and the City has secured a State earmark for $250,000 and has allocated $300,000 in federal Community Development Block Grant funds; and

Whereas: the City will appropriate the total project cost in anticipation of a grant from the EOEEA, subject to the execution of a grant agreement before the City actually obtains the appropriated amount; and
